Recorder Heap Cleaned Voter  Rolls – Now They Want Him Gone: 
Show Up Feb 18 to show support for Recorder Heap and the courageous election workers . 

County Recorder Justin Heap (the elected official in charge of voter records in Maricopa County, early voting, ballots for the military and overseas voters, signature verification, and more) recently announced he found some non-citizens on the voter lists.

 

He started the removal process to make sure only real U.S. citizens are registered to vote.


Right after that, the Maricopa County Board of Supervisors (a group of 5 elected leaders who oversee county business) scheduled a special meeting for Wednesday, February 18.

 

News reports and their own posts say the main reason for the meeting is to possibly kick Recorder Heap out of his job, using an old state law (ARS 11-253).


They only need 3 out of the 5 supervisors to vote yes to remove him—even though voters elected him to do this job.


One supervisor, Mark Stewart, has publicly said he's against removing Heap. But even he voted to start this whole process.

 

We can't just sit back and do nothing! We're showing up peacefully to defend our right to choose our own election officials through voting.

 

Bottom line: The people are supposed to be in charge of the government. But government usually ends up run by whoever actually shows up and makes their voice heard. So let's show up!

Recorder Heap also previously improved the signature verification process to ensure that anyone trying to impersonate your signature is caught. He's also changed policies and procedures to protect vulnerable voters. 

The Board has done everything it can to force Recorder Heap to submit to its unlawful demands -- even bullying employees and threatening them over their testimony in court.

He's keeping his promises to the voters to secure the elections. Now it's time to have his back!

Are the Board of Supervisors really removing the duly elected Recorder Justin Heap? A. Based on their own social media posts and articles from the mainstream media, it seems so. Supervisor Mark Stewart did not deny the Board intends to remove Recorder Justin Heap.

Wasn't Recorder Justin Heap elected by the people? How can the Board unilaterally make this decision? A. Yes. Recorder Justin Heap was elected in 2024 with wide margins by the voters. The Board of Supervisors are using an old, antiquated law that's never been tested. ARS. 11-253 let's the Board require the Recorder produce a report of any size they want and appear for an unlimited amount of time for questioning. The standard they can remove him under is neglect. This is an ambiguous legal term that basically let's the Supervisors decide for themselves if they think the Recorder answered or didn't answer their questions and provide a sufficient report to their satisfaction. There is no actual standard other than their own, and they don't even need to tell the Recorder what standard he needs to meet. Bottom line: If they remove him, they've overturned an election. Total tyranny.

Can I do anything to actually make a difference? A. Yes. The Board of Supervisors are counting on you ignoring this call to action and doing nothing. If the voters know the Board is trying to overturn an election, they will vote them out. So show up in person on 2/18 at 3 pm if you are available to peacefully attend the public meeting. Write emails and call the supervisors. Tell them you are appalled at the abuse of the Recorder and to let him do his job.

What wrongdoing is the Recorder accused of doing? A. Nothing. Recorder Justin Heap has been in litigation with the Board for several months now because, just prior to him taking office then-Chairman Thomas Galvin and the ex-Recorder Stephen Richer made a deal to take all of the incoming Recorder Justin Heap's IT staff, servers, resources, and now $10 million. $5 million doesn't even belong to the County. It comes from the Federal and state governments. The Board doesn't want Recorder Heap to do his full statutory duties because Heap supports election integrity, and they want to keep elections confusing, messy, and unfair. So they are threatening him. Sign away your rights under the Constitution and law or we oust you! It's a total coup.

They can't just remove him. He must have done something? A. Supervisor Debbie Lesko gave an 8 minute speech lying saying Recorder Heap never shows up to meetings, refuses to answer questions and won't return emails. These accusations are false and provable with video and pictures of the many hours of meetings he's spent answering their questions. Lesko had been in a 2.5 hour demo on signature verification with Recorder Heap answering all of her questions the Friday before she led the vote to start the proceedings to remove Recorder Heap. In the past, the Maricopa County Board of Supervisors showed zero interest in removing past recorders, even when they exhibited egregious, clear conflicts of interest—like starting a PAC against America First candidates whose ballots they were tasked with overseeing, or those who violated state law left and right, from ignoring signature verification rules to pushing drop boxes that invited fraud.

 

Only now, when the people of Arizona have rejected the previous regime’s lack of transparency and elected a man, Justin Heap, who ran and won under the understanding that he would restore confidence in our elections, have they intervened....
